Yes. InstEd is able to create \ transform a MSI file to a MST one. However, to do this, you need version 1.5 or newer. The program only builds MST files based on the differences between the current state of the opened file (MSI) and the state of the original one. This can be done from Transform > Generate against. To obtain a download link for the latest version, visit the application's review page from Software Informer.
